  • Project Manager – “Care Leavers’ Independence”
    Background

    Economic independence and the transition to adulthood is challenging for all youth. It is even more so for underprivileged youth who are about to exit institutional homes and who are used to being taken care of, while having to deal with lots of social stigma and rejection. It is estimated that there are over 2 million children without parental care in Egypt for a broad variety of reasons, including being in conflict with the law or rejected by their family. According to the Ministry of Social Solidarity in Egypt, there are around 500 registered institutional homes.

    Wataneya Society is registered as an NGO since 2008 and will be launching a five-year project “Care Leavers’ Independence” funded by Drosos foundation.

    Summary of Project

    Overall Goal: Youth who have been in care homes are successfully integrated into society and able to access socio economic opportunities. To fulfil the project overall goal, the project has three main specific objectives with clear results and activities:

    S.O.1 Care-leavers have the capacity and skills to make a successful transition to independence
    This objective focuses on making change on the individual level with 500 youth. Wataneya will design and supervise the delivery of personal development and employability skills programs to enable the children without parental care, from 14 to 18+ years old, for independence through collaborating with implementing partners. The programs will include personal development, basic life skills and employability skills in addition to providing psychosocial support. The personal development and life skills component will include self-discovery, planning, self-awareness, communication skills…etc.
    Through its network with the private sector, Wataneya will place target youth in career development programs sponsored by private sector partners that are willing to provide the youth with internships or job opportunities after accomplishing the program.
    The outcome of these programs is to develop a well-structured curriculum for after-care for institutionalized children and youth to be shared with The Ministry of Social Solidarity (MoSS) and other NGOs working in the field.

    Moreover, a leadership program will be delivered by Wataneya for a selected group of youth, 60 youth, to create change agents from these youth to represent and support their peers.

    S.O.2 Institutional homes have adapted their systems and mind sets to qualify care leavers for independence
    In order to ensure sustainability and scale up, Wataneya will work at the institutional level in SO2. Using the same approach adopted in its previous project in partnership with Drosos Foundation, Wataneya will build 20 success models by developing their capacity and practices so that they can prepare and qualify the children for independence once they have to leave home. This will be done through several interventions targeting the management and staff of the institutional homes, and the systems and procedures deployed.

    S.O.3 An enabling and inclusive environment supports reintegration of care-leavers
    For these efforts to bear fruit, the ecosystem needs to be improved to provide better opportunities for the care leavers to succeed in living independently. For this reason, Wataneya will focus in SO3 on advocating for an enhanced eco-system to support care leavers, with MoSS, other civil society players, and the private sector. Wataneya will also leverage its strong position of trust among stakeholders to facilitate the mobilization of resources and organization of efforts to provide the basic needs for care leavers, such as housing and subsistence income for a period of time, until the youth are able to live independently and have secured a sustainable income. During this phase, they will also need the support of mentors and advisors to guide them professionally, socially, and emotionally. Wataneya will also liaise with multiple players to enable the provision of this support for care leavers.

    Duties and Responsibilities
    • Ensures that the project team and relevant stakeholders are identified and are well-oriented on the project document and the project’s logical framework analysis (LFA);
    • Ensures that project interventions are coherent and results-oriented (versus activity /output oriented);
    • Ensures that project is on track technically, financially and timeline and that the timeliness and the progress of the project is contributing to the realization of the intended project outcomes and impact;
    • Supervises the overall implementation of the work plan and ensure its timely and effective implementation;
    • Facilitates the process and the development of activities’ plan with project team/ consultants and different stakeholders;
    • Ensures proper selection process (i.e. develop TORs and job descriptions) of trainers, consultants, staff according to the projects’ needs;
    • Responsible for managing the external consultant; i.e. to develop and implement a comprehensive Monitoring and Evaluation system to supervise project implementation;
    • Develops sustainability and fundraising strategies in coordination with the External Relations Department;
    • Networks with other entities and relevant stakeholder including all necessary government authorities in coordination with the Deputy Executive Director;
    • Handles all communications with Drosos Foundation;
    • Participates in the development of concept papers, project proposals;
    • Performs other duties to ensure smooth project implementation as required and the timely and effective implementation of the work plan.

    Financial Tasks

    • Manages project fund, oversees the preparation of financial reports in English and reviews and signs the final revised financial progress reports including budget revisions and requests for budget reallocations and other project related budgets.
    • Prepares requests for payment orders and follows up with the Finance Manager that payments have been made.
    • Responsible for installment transfer from Drosos Foundation;
    • Keeps track of the budget, and liaise with the Finance Manager;
    • Ensures financial reports are submitted by the Finance Manager.

    Job Requirements

    Education
    • A Bachelor degree in developmental or social studies.
    • Master’s degree in a relevant field is an asset.
    Relevant Experience
    • 10 -15 years’ work experience in development.
    • Previous experience in managing projects and teams.
    • At least 2 years’ experience in relation to monitoring and evaluation.
    • Has previous experience in relation to donor-funded projects; i.e. in a senior position or has managed budgets /grants before.
    Technical Knowledge/Skills/Training Required
    • Good knowledge of Rights- based approach and child protection mechanisms.
    • Knowledge of results-based management approach.
    • Fundraising experience.
    • Preferably has knowledge in relation to orphans and juveniles cause.
    • Preferably has knowledge in advocacy and working with local authorities.
    Language Ability

    Fluent in both Arabic and English (ability to write formal correspondences, proposal, etc in both languages).

    Wataneya Society for the Development of Orphanages a non-profit organization, yet acts as a social enterprise, is registered under the Ministry of Social Solidarity (MoSS) since 2008 to “Create a future of equal opportunities for children and youth without parental care, through unifying the standards and applying all aspects of care and services in the alternative care.”

    The slogan “Quality of Life for Every Orphan” captures this vision and mission clearly, and maintains the vivid focus on children and youth without parental care.

    Since its foundation, Wataneya has been introducing innovative solutions based on a scientific approach to reform the orphanage care in Egypt and ensure a better future for children and youth raised in institutional homes. Yet, in 2016, Wataneya extended its efforts to include another form of alternative care which is foster/alternative families (Kafala) by joining the Higher Committee of Alternative Families at MoSS.

    Wataneya created a breakthrough in the field of orphans’ care by developing Quality Standards for Alternative Care within institutional homes for children and youth without parental care and advocating for mandating these standards nationwide.

    In June 2014, H.E Ghada Wali, Minister of Social Solidarity, issued a ministerial decree stated that all orphanages in Egypt are obliged to apply the QS. This decree was issued as a result of Wataneya’s efforts with the ministry, and other local and international organizations.
    Wataneya’s projects and programs are driven from its long-term strategic objectives (2017-2023),

    1. Empower institutional homes to apply the quality standards to enable the orphans to grow into independent and successful active members of the society.
    2. Develop the caregiver profession to become an attractive, prestigious and accredited profession.
    3. Participate with the institutions in developing role models of orphans, spread success stories to change the societal perspective of orphans.
    4. Develop effective monitoring and evaluation system within the alternative care sector.

    Wataneya was recognized as one of the best six practices worldwide to improve the living environment by Dubai International Award, was selected as the best project under the Humanitarian Category in the Arab Region by MBC Hope in 2014, and was recognized by Prince Mohamed Bin Fahd Prize for Best Charity Performance in 2017 in the Arab World.

     

    Department Purpose

    Amaan Learning & Development Training Center (Youth Division) is responsible for the development and the implementation of all L&D programs and events offered to all age groups of youth starting from 15 up to 24 covering under-graduate and graduate youth with the aim of fulfilling and serving the Orphans’ cause. The main beneficiaries served by the Youth Development Division are orphaned youth, fresh graduates who are interested in working with children without parental care and finally volunteers from schools and universities engaged in youth initiatives and projects related to orphans.

    The department has three main objectives:

    • Support the development and the improvement of the orphaned youth competencies to ensure their readiness for the labor market, to enable them to grow into independent and successful active members of the society, as well as to boost their confidence and social skills before leaving their institutional homes.
    • Qualify fresh graduates from psychology, social work, and other relevant faculties to work as caregivers within institutional homes by providing vocational training.
    • Raise volunteer’s awareness about their roles and responsibilities towards children and youth without parental care and on how to contribute to their wellbeing.

    The Youth Division offers programs that vary from interpersonal competencies to business skills, to coaching sessions, as well as allocating internship for groups or individuals.

     

    Reports To

    Duties and Responsibilities
    1. Providing the required support to the Department’s Manager in the development of the yearly Action Plan with necessary information collection, and administrative support.
    2. Performing all necessary activities to achieve the set objectives as per the yearly plan with efficiency and quality.
    3. Administrating the process of conducting the orientation group/individual sessions by the Department’s Manager and follow-up on the Programs’ participants to ensure their attendance as planned.
    4. Responsible for seeking internships and employment opportunities for the orphaned youth.
    5. Responsible for the participants’ registration on the corresponding programs.
    6. Coordinating and managing the programs’ evaluation process by the participants and preparing the end of Programs/Modules Evaluation Reports as assigned by the Department Manager.
    7. Coordinating and managing the preparation of the assessment report of the Youth participants as per the set programs’ methodologies.
    8. Taking the necessary corrective actions guided by the Department Manager to handle and encountered deficiency during the programs’ implementation.
    9. Assist in creating new partnerships with universities, training centers corporates for employability,
    10. Exploring opportunities for orphaned youth, ex: scholarships, training, etc
    11. Responsible for Facebook and what’s app group
    12. Initiating cooperation agreements with educational institutions, business corporations, funding agencies, and NGOs, international and local with similar activities.
    13. Conduct feedback sessions with learners.
    14. Updating and maintaining the Database of the programs’ material in cooperation with the R&D and the e-Learning platform.

    Job Requirements

    Education
    • A Bachelor degree in developmental or social studies.

    • 5-8 years’ work experience in development.
    • Previous experience in working with Youth is a must.

    1. Sets annual plan and budget for the department and ensure their alignment with Wataneya’s overall strategy.
    2. Sets communication strategy, annual plan and budget for Wataneya’s programs and projects, ensures that plans reflect Wataneya’s overall strategy.
    3. Oversees the implementation of the marketing communication plan, systems and procedures.
    4. Responsible for maintaining Wataneya brand image & identity through monitoring all communication tools & events, reviewing all publications, documentaries, website creation and updates to ensure that all activities/deliverables are executed in a timely manner and reflecting Wataneya’s image and positioning.
    5. Responsible for planning and executing all awareness campaigns and activities
    6. Oversees the management of Wataneya’s & Amaan’s website and social media platforms.
    7. Oversees the planning and execution of events, celebrations and conferences as per Wataneya’s events calendar.
    8. Sets the annual plan for digital and print publications and oversees content development and designs.
    9. Ensures that all Wataneya’s communication tools are abiding the brand manual.
